UL manufacturing at EPnP Technologies
EPnP Technologies (formerly Ottronic Regeltechnik GmbH) is a UL Recognized Partner for printed circuit board assembly (PCBA). Our manufacturing processes comply with the stringent UL requirements for deliveries to the United States and Canada. Our UL file (File E336160, categories ZPVI2 and ZPVI8) is publicly available in UL Product iQ, and our manufacturing facility in Fohnsdorf undergoes quarterly audits by UL Solutions. This is not simply a promise of quality but rather independently audited compliance.
According to EMS Scout, only three EMS providers in Germany and one in Austria are UL listed. As one of them, EPnP Technologies provides UL-compliant PCBA manufacturing for medical technology and industrial and mobility applications from a single source.

1. What UL recognition means
UL stands for Underwriters Laboratories, an independent U.S. organization that has defined and monitored safety standards for products, materials, and manufacturing processes for more than 130 years. In the United States and Canada, the UL mark is the recognized benchmark for product safety.
For electronic assemblies, UL distinguishes between two categories.
- UL Listed: Applies to finished products.
It indicates that the complete product has been tested and certified. - UL Recognized Component (“UR”): Applies to components and assemblies, including PCBAs, that are incorporated into UL-listed end products. The “UR” mark on a printed circuit board (PCB) demonstrates that the materials and manufacturing processes comply with UL requirements.
EPnP Technologies is registered as a UL Recognized Partner for PCBA manufacturing (UL File E336160).
This means that UL has evaluated and approved our processes, materials, and test methods. UL also conducts on-site audits of our facility every quarter. These audits are not limited to the initial certification but rather provide continuous verification of ongoing compliance.

2. Relevant UL standards: UL 796 and UL 94
Two UL standards are central to PCBA manufacturing:
UL 796 – Standard for Printed-Wiring Boards
UL 796 is the primary standard for PCBs and PCBAs. It defines requirements for construction, materials, electrical properties, and manufacturing processes. Printed circuit boards and assemblies manufactured in accordance with UL 796 are qualified for use in UL-listed end products for the U.S. and Canadian markets.
EPnP Technologies manufactures all UL-relevant PCBAs according to a UL 796-certified process. UL suppliers must mark the solder mask on each PCB with the UL mark and the applicable UL file number. This marking serves as a visible, traceable indicator of quality on every assembly.
UL 94 – Flammability classification
UL 94 defines the flammability performance of plastics and PCB base materials. For regulated applications, particularly in medical technology, automotive, and industrial equipment, the required flammability classification is V-0. Materials must extinguish within 10 s after the ignition source is removed, may not produce burning drips, and must meet a total burn time of less than 50 s across five test specimens.
EPnP Technologies uses only FR-4 base materials with a UL 94 V-0 classification. UL 94 is harmonized internationally with IEC/DIN EN 60695-11-10. For the Canadian market, CSA C22.2 No. 0.17 also references the evaluation of polymeric materials. These standards demonstrate the international relevance of these material requirements beyond the North American market.
3. Why UL recognition is critical for your certification
If you plan to supply medical devices or industrial equipment to the United States or Canada, UL compliance is essential. Products intended for UL listing must incorporate UL-recognized components and assemblies. This is not a recommendation but rather a requirement for certification.

We manage UL-relevant materials as critical items within a controlled materials management system. From incoming inspection to assembly to final delivery, every UL component is uniquely identifiable. Without exception, changes to manufacturer or material part numbers require customer approval.
Quarterly on-site UL audits
Every three months, UL representatives audit our manufacturing facility on site and verify process compliance, component marking, documentation quality, and approval procedures. Only a small number of European EMS providers operate under this level of audit oversight, which gives you confidence that extends well beyond certification alone.
Documentation to support product certification
We provide all required manufacturing documentation, including material data, process records, test results (ICT and functional testing), machine setup records, and engineering change documentation, in a structured, digitally accessible, and audit-ready format. 5. UL-compliant material control and traceability
Complete control of all materials is one of the most demanding aspects of UL manufacturing. At EPnP Technologies, this control is not an additional step but rather an integral part of our quality management system.
AML and BOM control
We source all UL-relevant materials, including base materials (e.g., UL 94 V-0-rated FR-4), solder, fluxes, and coatings, exclusively from suppliers on the AML. Deviations or substitutions are permitted only after a structured review and documented approval.
Serial and lot traceability
Every lot is fully traceable from incoming inspection to the finished PCBA. Machine setup records, soldering results, test reports, and process approvals are documented by serial number and lot number. If a field issue or customer complaint arises, we can provide the complete manufacturing history.
Qualified alternative materials for supply shortages
Obsolescence and supply shortages are part of the electronics industry. EPnP Technologies proactively qualifies alternative materials and approves them for UL compliance before shortages occur. When materials are discontinued, this approach helps maintain continuity of supply without compromising quality or UL compliance.
6. Formal engineering change management (ECN/ECO)
In regulated markets, uncontrolled changes to processes or materials represent one of the greatest risks. EPnP Technologies operates a formal change control system based on the Engineering Change Notice/Engineering Change Order (ECN/ECO) methodology.
- Every change to materials, processes, or configurations is documented, evaluated, and approved before it is applied in production.
- Risk assessment is a mandatory part of every change control process.
- Changes to UL-critical components also require customer approval because they may affect the UL compliance of the finished product.
- All change control documentation is available to customers and regulatory authorities for audits and regulatory inquiries.
Standard EMS manufacturing processes rarely include this level of change control. At EPnP Technologies, it is standard practice.
7. CE vs. UL: Two systems, two markets
The key difference between standard EMS manufacturing and UL manufacturing is not the intent but rather the documented evidence of compliance and the market in which that evidence is required.
The CE marking is the well-known conformity mark used in Europe and is issued by the manufacturer under its own responsibility. By contrast, UL recognition requires an independent evaluation by UL Solutions and ongoing quarterly on-site audits. CE and UL are two different systems for two different markets. A CE declaration does not satisfy the requirements of the North American market. Many European OEMs planning to expand into North America still underestimate this distinction.
